WGI / Raytheon
Client: Department of the Army (1993 - Present)
Johnston Atoll Chemical Agent Disposal System, Johnston Atoll, Pacific
Umatilla Chemical Agent Disposal Facility, Umatilla, Oregon
Pine Bluff Chemical Agent Disposal Facility, Pine Bluff, Arkansas
Assigned to WGI/Raytheon's Global Demilitarization Program as a Consulting Engineer to assist the Director and Program Managers with multi-facility proposals, planning, engineering, permitting, furnace testing and startup. These facilities include high temperature processes and remote mechanical production line equipment with furnaces, pollution abatement systems, and special confinements for reverse assembly and disposal of munitions and nerve gas agents. Special assignments have included new and established facility conceptualizations such as shipboard weapons disposal for international clients, and comparisons of state-of-the-art processes like plasma arc and chemical neutralization for agent disposal at future facilities.
Recent focus includes on-site assistance with engineering, safety, QA, purchasing, construction and startup interfaces and planned transitions in preparation for facility operation at the Pine Bluff facility.
Client: Princeton University - Plasma Physics Laboratory (1990-1993)
Princeton, NJ
Providing engineering consulting services to prepare the Tokamak Fusion Test Reactor (TFTR) for deuterium - tritium (D-T) plasma operation. Performed nuclear engineering and safety analyses for new physics concepts. Managed permitting documents (Final Safety Analysis Reports) and developed technical justification for required variances.
Performed environmental, safety and health (ES&H) technical and regulatory reviews. Performed an independent assessment of the DOE design and operation requirements for TFTR D-T operations. Participated in self assessments and operational readiness reviews in preparation for tritium operations.
Initiated, programmed, developed and maintained a computer based application of the TFTR Authorization Basis, for facility comparison to applicable government and industry regulations. Full text search files of the government and industry regulations were developed and maintained on the PC based system. This application provides PPPL management, engineering and operations personnel with current information regarding plant configuration for comparison to applicable government and industry regulations.
Client: Babcock & Wilcox (1989-1990)
Lynchburg, VA
As Deputy Project Director, initiated conceptual design requirements for the modular Fuel Fabrication, Processing and Handling Facility produced with B&W for the DOE National Production Reactor MHTGR project. Supporting tasks included development of a process hazards review, definition of inherent safety systems, definition of confinements and establishment of environmental permitting requirements for fabrication, transportation, construction and operation of the facility.
Client: E.I. du Pont de Nemoirs (1988-1990)
Louviers Engineering Research
Newark, DE
As Consulting Engineer, assisted du Pont management with engineering for the Savannah River Site. Defined government requirements for a Plutonium Demonstration Laboratory. Prepared the Safety Evaluation report and Process Hazards analysis for the Savannah River Improved Reactor Confinement System. Developed methodology and supporting software for review of facilities to the Department of Energy's General Design Criteria and associated national codes and standards. Performed engineering reviews of design bases, design criteria and design/purchasing documentation for comparison to required DOE and national criteria for a variety of facilities at the Savannah River Site, including an Effluent Treatment facility and a Defense Waste Processing facility. Participated in development and execution of numerous operational readiness examinations and reviews.
